In short: Britain has 24 train operating companies under contracts with the DfT, Transport Scotland, Transport for Wales, and TfL, plus three open-access operators (Grand Central, Hull Trains, Lumo) that run without a government contract. Open access operators

Three operators run commercially without government subsidy or franchise contract:

Why open access matters for fares
